of his son-in-law the emperor of France,
and declared against the allies.

By the right Valiant Paul Jones, Knight of the
Deep, &c &c. &c.
A PROCLAMATION.
Whereas Admiral the honorable Sir
Aleck Cochrane did, by virtue of the
power and authority to him given, by
his Proclamation, dated at Bermuda the
25th day of April, 1814, declare all the
ports, harbors, bays, creeks, rivers, in-
lets, outlets, islands, and seacoasts, from
the mouth of the river Mississippi to
the northern and eastern boundaries be-
tween the U S and New Brunswick, in
America, to be in a state of strict and
rigorous blockade; and whereas I am
as capable of enforcing so extensive a
blockade as Aleck Cochrane is:
I do, therefore, by virtue of the pow-
er and authority in me inherent, and in
retaliation for said strict and rigorous
blockade, declare all the ports, harbors,
bays, creeks, rivers, inlets, outlets,
channels, canals, firths, loughs, islands,
and seacoasts of Great Britain and
Ireland to be in a state of strict and ri-
gorous blockade. And I do further de-
clare, that I am determined to main-
tain the blockade of the places herein
before mentioned in the most rigorous
and effectual manner. And I do here-
by require all, whom it may concern, to
pay the strictest regard and attention to
the execution of this Proclamation.
And I do caution and forbid the ships
and vessels of all and every Nation un-
der the Sun, from entering or attempt-
ing to enter, or from coming out or at-
tempting to come out, of any of the
hereby blockaded places, after due no-
tification of said blockade, under any
pretence whatever, under penalty of the
consequences. And I do further de-
clare, that I have given orders to all
Commanding Officers under my juris-
diction, or to be employed on the Brit-
ish station, to sink, burn, and destroy
every ship or vessel attempting to vio-
late said blockade.
And, that no person may plead igno-
rance of this Proclamation, I have
caused the same to be published.
Given under my fist, at Bunkershill,
the 17th day of May, 1814.
