What is this article about?
The vessel Alabama, built in England, armed by an English ship with mostly English crew, preys on American commerce on the high seas, using an English flag to decoy before raising the secession flag for captures. Rhetorical question on English neutrality.

Full Text
It appears that this vessel, which was built in England and sent out of an English port without a name, but simply designated by a number—290—was supplied outside of the English ports with her armament by another English vessel that went out for that very purpose. It is said, too, that her crew are mostly English men, and that she has never been in any other ports and has no other nationality but that of England. And this vessel thus built, fitted and furnished with arms and men to prey upon our commerce, is now engaged in the destruction of our vessels upon the high sea, using an English flag to decoy ships, and then running up the secession flag and making the captures under that.
What do our readers think of English neutrality under such an exhibition of it? How long will our nation be willing to submit to it?
