GOOD MAN WANTED.

The man Hawaii wants in Congress is one who knows what his constituents need and how to get it for them. He should have energy, persistence and tact, qualities necessary in dealing with the departments which make or mar the fortunes of so many Congressional districts. He should know the ins and outs of Hawaii so well that he can answer questions intelligently, accurately and at once. He should be ready enough in debate so that, when Hawaiian matters are considered on the floor, he may contribute information and correct errors. He should earn the respect of high-minded men in the matter of his personal conduct.

Imagine the sort of a man the business elements would unite on to do special work at Washington and you have the material for a good Delegate. Imagine the sort of men that used to be sent there to get the Queen restored and you have the material for a bad Delegate. Imagine again the kind of man whose access to the highest public officials is never questioned and you have, in all probability, a useful political and business agent, which is what a Delegate in Congress ought to be.

Hawaii has been in the Union four years, has contributed millions to the public treasury and has, as yet, nothing in return except an immigrant station contract and a beginning of military reservation work, with the appropriations covering which our Delegate had nothing to do. We want forts, a Pearl Harbor dockyard, a Hilo breakwater, new postoffice and custom house, harbor improvement on a large scale, a big force of troops and a revenue cutter. To get any of these things will require the assiduous work at Washington of a strong man. He cannot be too strong.
