Full Text
There never was known less business, of late years, at the water-side, than at present; a truth fatally felt by all persons who have any business at our publick wharfs and quays, especially in the West India island and American trade, and government will inevitably feel it in the decay of the revenues. But what of that? Some people, to carry a desperate point, will often sacrifice an immediate interest, and be content (like the envious man in the fable) to lose one eye, that their supposed adversary may lose both.
