WASHINGTON.-Henry P. Fletcher, American ambassador to Mexico, told the house rules committee today that since his appointment three years ago about 50 Americans have been killed in Mexico without a single prosecution by Mexican authorities.
Replying to Chairman Campbell's questions, Ambassador Fletcher said the withdrawal of recognition of Carranza's government by the United States would only increase turmoil in Mexico. He added that he did not know of any revolutionary leader capable of establishing a permanent government and restoring and maintaining order.
