Madrid, April 15, 12 o'clock:
The Estatudo Real for the convocation of the Cortes was published at 10 o'clock this morning but having had the good fortune in the course of the night to obtain an anticipated copy of it, I am enabled to send you a full translation not only of the statute itself, but of the Ministerial Exposition on which it is founded, and of the relative decree which appears in this day's Gazette.
The Gazette contains also as you will see, another argumentative article, intended evidently to usher in the great measure on which the administration of de la Rosa is to rest for its support. In this article we are told that good government depends on two principles,—the first that the sovereign should not take from the subject a larger portion of his freedom or his goods than is necessary in each determinate case for the preservation of good order and the defence of the state. The other principle of the writer in the Gazette is, that subjects should have no further interference in the affairs of Government—that is, no more political liberty—than is necessary for their defence against the abuses of power.
The Ministerial Exposition is signed by the six Ministers of State, and will be read with interest by all those who have paid recent attention to the affairs of the Spanish monarchy.— This paper is followed in the second edition of the Times of April 23d, by a document composed of 50 articles, specifying the mode of meeting and the legislative attributes of the Cortes, and is also signed by the six Ministers of State. It is followed by a decree signed by the Council of Ministers. It appears from the Madrid letter that the publication of this decree had given very great and general satisfaction in Madrid and that the whole of the copies printed were bought up with an extreme eagerness in the space of a very few hours.
Advices by the regular mail, says the Courier of the 22d., have been received from Madrid to the 9th instant. They state that a complete change in the Spanish Ministry would be effected in a few days, and it is understood that accounts to the 14th have also been received by express, announcing that the change had taken place. They also state that orders had been transmitted for the Spanish troops to enter Portugal at Elvas.
