An intensive special effort may appear to be in conflict with the principle of equal treatment for all. But such effort is required to overcome the damaging effects of generations of deprivation and denial and to make possible for the majority of American Negroes to reach the point at which they can compete on a basis of equality in the nation's increasingly complex and fast moving industrial society. The intense needs and problems are evident in so many Negro communities around the country as the result of present and past discrimination and exclusion based on race.—Whitney Young.
